Prince Emmanuel Decker, Esq.
Prince Emmanuel Decker is the Managing Attorney of OAK LAW GROUP, INC. and currently serves as Regulatory & Legal Specialist at MTN Liberia, bringing over a decade of experience in Telecommunications, Technology, Intellectual Property, Corporate Finance, Public–Private Partnerships, and Corporate & Commercial Law. He is recognized for combining legal expertise with strategic business insight to deliver innovative solutions, close complex transactions, and strengthen governance frameworks for both private and public sector clients.
At MTN Liberia, Mr. Decker advises the Board and Executive Committee on regulatory and legal matters, negotiates high-value agreements, and develops compliance strategies in coordination with the Central Bank of Liberia and other regulators. His leadership supports uninterrupted business operations, reduces regulatory risk, and advances MTN’s role in Liberia’s growing digital economy.
Through OAK LAW GROUP, he extends this expertise to a broader client base, guiding businesses and organizations on corporate finance, intellectual property protection, PPPs, and commercial law. His practice is driven by the belief that strong legal institutions and effective governance are key to sustainable business growth and national development.
Mr. Decker previously worked with Heritage Partners & Associates, LLC and the Liberia Intellectual Property Office (LIPO), where he managed complex intellectual property portfolios, structured PPP transactions, and helped align Liberia’s legal framework with international standards.
A WIPO and ARIPO scholar, he holds a Master’s in Intellectual Property from the African University in Mutare, Zimbabwe, and an LLB from the University of Liberia. He is a member in good standing of the Liberia National Bar Association (LNBA).

Armah D. Lansanah, CPPM, MPA
Armah D. Lansanah is a seasoned executive leader and strategist with more than a decade of experience in nonprofit management, government operations, finance, compliance, workforce development, and organizational development. As Managing Partner at OAK Law Group, Inc., he brings a wealth of knowledge in strategic planning, project management, and cross-sector collaboration to advance the firm’s mission of providing innovative, client-centered legal and consulting services.
Armah holds a Master of Public Administration (MPA) with a concentration in Human Resources Development from Indiana State University and is a Certified Professional Project Manager (CPPM) from University of St. Thomas. His career is distinguished by his ability to design and oversee complex systems that align operations with organizational strategy, strengthen compliance, and ensure long-term sustainability. He has developed deep expertise in strategic organizational leadership, nonprofit governance and compliance, finance and risk management, contracts and regulatory oversight, human resources development and onboarding, and stakeholder engagement, with a proven record of success in project and change management.
Leadership & Experience
Armah has served in senior leadership positions across state government, nonprofit organizations, and community-based enterprises. He is the Founder and Executive Director of the Armah & Lydia Lansanah Foundation, a nonprofit dedicated to education access, health services, and food security for vulnerable families in Liberia and Minnesota. His experience includes overseeing multimillion-dollar workforce development programs at the Minnesota Department of Employment and Economic Development (DEED), where he directed operations, contracts, HR onboarding, technology modernization, and compliance functions for statewide programs.
At OAK Law Group, Armah applies this diverse expertise to help clients navigate complex business, compliance, and governance challenges. He is recognized for his ability to integrate strategic vision with practical execution, always centering equity, transparency, and long-term impact.
